However, as coronavirus rampages through various countries, including the UK, virtually every issue has been pushed aside, as the tabloids proudly declare &#8220;do not panic&#8221; while also reminding people that death is everywhere. And on that optimistic note, on with the news!<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" style=\"text-align:left\">The Latest House Price Indexes<\/h3>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">The two biggest house price indexes provide an insight to how the market is performing. Halifax and Nationwide track mortgage approvals over the past month, giving an insight into the state of the market. Russell Galley, Halifax&#8217;s managing director, described\nthe market as &#8220;steady&#8221; but also warns of &#8220;a number of\nrisks&#8221;, which include the potential impact of coronavirus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nationwide.co.uk\/-\/media\/MainSite\/documents\/about\/house-price-index\/2020\/Feb_2020.pdf\">Nationwide<\/a> also had a\nmonthly change of 0.3% and an annual change of 2.3%. This was described as the\nstrongest rate for 18 months by Robert Gardner, the chief economist of\nNationwide, and notes that the election result may have provided a boost.\nAgain, coronavirus remained a concern, particularly added to the current\nchallenging global economic backdrop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unusually, both of these house price indexes are\nconsistent, and the challenges faced by the UK housing market are clear: Brexit\nremains a potential problem to the UK economy, and coronavirus may exacerbate\nthis. It remains to be seen how much impact Covid-19 will have.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" style=\"text-align:left\">Housing Market News<\/h3>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.mortgageintroducer.com\/search-acumen-conveyancing-drops-8-in-q4-2019\">Conveyancing transactions dropped<\/a> by 8% in the last quarter of 2019. The number of active firms dropped by 5%, and the top 1,000 firms saw the total number of transactions go down by 14%. This flies in the face of the so-called Boris bounce, which was attributed to the election of Boris Johnson. Buy-to-let properties were particularly\nvulnerable, rising 20%, although this was partly due to a backlog in cases. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/862381\/Quarterly_SDLT_2019Q4_Main.pdf\">Stamp duty relief<\/a> for\nfirst-time buyers has cost the taxpayer more than \u00a31 billion. HMRC data shows\nthat 464,700 claims for stamp duty relief since November 2017 resulted in\npeople saving \u00a31.1 billion.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/yopa-production-wordpress-content.s3.eu-west-1.amazonaws.com\/homeowners-hub\/uploads\/2019\/04\/pretty-houses.jpg\" alt=\"\" class=\"wp-image-568\" srcset=\"https:\/\/cdn.yopacrm.yopa.co.uk\/homeowners-hub\/uploads\/2019\/04\/pretty-houses.jpg 1000w, https:\/\/cdn.yopacrm.yopa.co.uk\/homeowners-hub\/uploads\/2019\/04\/pretty-houses-300x200.jpg 300w, https:\/\/cdn.yopacrm.yopa.co.uk\/homeowners-hub\/uploads\/2019\/04\/pretty-houses-768x512.jpg 768w, https:\/\/cdn.yopacrm.yopa.co.uk\/homeowners-hub\/uploads\/2019\/04\/pretty-houses-50x33.jpg 50w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\"><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" style=\"text-align:left\">Rental Market News<\/h3>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/www.bbc.co.uk\/news\/education-51642316\">cautionary tale for landlords<\/a>, two\nsingle mothers backed by the housing charity Shelter got out-of-court\nsettlements from letting agents on the basis of &#8220;no DSS&#8221;\ndiscrimination. Shelter claims that it\u2019s discrimination, even though many\ninsurers and mortgages still refuse to allow landlords to rent to benefits\nclaimants. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All <a href=\"https:\/\/propertyindustryeye.com\/agents-warned-that-rental-flats-in-listed-buildings-have-six-weeks-to-comply-with-new-energy-rules\/\">privately rented properties<\/a> will\nrequire an EPC from April 1, 2020, including many rental flats in listed\nbuildings that were previously considered exempt. The Minimum Energy Efficiency\nStandards are part of a drive to ensure rental properties meet energy\nefficiency requirements. Buildings are exempt if complying with the standards\nwould and acceptably alter the character or appearance, but it&#8217;s impossible to\nassess whether this is the case if an EPC isn&#8217;t procured. After the EPC is\ncreated, the landlord may be able to get an exemption certificate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/medium.com\/adviser\/deposit-replacement-schemes-landlords-loophole-or-relief-for-renters-61eed38a4d5b\">Deposit replacement products<\/a> face\nanother blow, this time from Citizens Advice. An article warns that such\nproducts may require regulation by the FCA and are vulnerable to mis-selling\nand unfair terms. In some cases, consumers were not aware that it was\nnon-refundable, partly due to the word &#8220;deposit&#8221;.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Estate Agency News<\/h3>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">The popular <a href=\"https:\/\/www.nationaltradingstandards.uk\/news\/asa-will-now-refer-property-raffle-complaints-to-ntselat\/\">property raffle<\/a> has long\nbeen an issue dealt with by the Advertising Standards Authority. From March,\nhowever, any new complaints will be dealt with by the National Trading\nStandards Estate and Letting Agency Team. Running a raffle is now seen as\ncoming under the Estate Agency Act 1979, which requires compliance with\nanti-money laundering regulations and membership of an approved redress\nprovider.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.eveningexpress.co.uk\/news\/business\/competition-watchdog-set-for-enforcement-action-in-leasehold-sector\/\">Competition and Markets Authority<\/a> is likely\nto start enforcement action against a number of companies who it alleges have\nbeen mis-selling leaseholds. Issues include increasing ground rents, misleading\ninformation and unreasonable fees. It describes the evidence it has received as\n&#8220;worrying&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed <a href=\"https:\/\/www.homebuilding.co.uk\/news\/new-homes-ombudsman-announced-to-improve-quality-of-new-build-homes\/\">New Homes Ombudsman<\/a> is likely\nto require developers to sign up to a redress scheme, but legislation must\nhappen first. This ombudsman would be able to award up to \u00a350,000 in redress\nshould issues be found within the first two years of a buyer purchasing a new\nproperty.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" style=\"text-align:left\">And finally&#8230;<\/h3>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">A gorgeous little <a href=\"https:\/\/www.worcesternews.co.uk\/news\/regional\/worcestershire\/18227316.canalside-cottage-stourport-gets-revamp-bbc-show-homes-hammer\/\">canalside cottage in Stourport<\/a> was recently featured on the BBC show Homes Under the Hammer after it had undergone significant renovation.
